This comes after winter storms led local officials, as well as Gov. Gavin Newsom, to declare a state of emergency in Orange County earlier Tuesday.
Caltrans District 12 representative Angela Madison said the area between Seapoint Street and Warner Avenue is a low area that is prone to flooding faster than other roads. Madison noted the district has closed the road several times this year.
